Lots of learner drivers who take the UK driving test will pick up driver faults(minor faults) for going too slow on the driving test. Some of the reasons they give is, they did't want to break the sped limit, they were nervous or it could be they didn't understand what an appropriate speed would be.
So the appropriate speed will change depending on the speed limit, the road conditions and the surroundings around.
Speed limit
Knowing what is the speed limit is important so you don't go above the limit. But driving too slow will frustrate the driver behind you which could result in the driver behind you trying to overtake you at a possible dangerous place.
Road conditions
Most drivers love driving on a sunny dry day when the road conditions are good and clear. So you would expect to drive at an appropriate speed on that day. But if the conditions changed to wet weather or icy or frosty then you would expect to drive slower for safety reasons.
Surroundings
The surroundings is the volume of traffic on the road, parked or moving. The type of road, is it straight or has the road got some difficult bends ahead. Has the road ahead got a school at the side, or a concert hall or even high street. The busier the condition the slower you would go to give you the time to react to potential hazards.
